Support at Home 2026 — key changes

Home Care Packages were replaced by Support at Home from 1 November 2025. These points matter most for families in 2026:

  • 1.Eight support classifications replace the former four HCP levels
  • 2.Budgets are released quarterly
  • 3.AT-HM (assistive technology and home modifications) has a separate budget
  • 4.Clinical care is fully government-funded with no participant contribution
  • 5.Price caps apply to services from 1 July 2026
  • 6.From 1 October 2026, Personal Care is expected to be reclassified as fully funded clinical care
  • 7.People who held an HCP before 12 September 2024 are protected by the No Worse Off principle
  • 8.CHSP is not expected to merge until July 2027 at the earliest
